The US Virgin Islands’ BEAD Challenge process differs from other states and territories due to the territory’s ongoing efforts to enhance broadband infrastructure through the Virgin Islands Broadband Initiative (VIBI). Following the impact of Hurricanes Irma and Maria, funding has been directed toward rebuilding and upgrading broadband infrastructure to ensure reliable internet access across the islands. With a strategic focus on providing fiber-optic connections, the initiative aims to bring high-speed internet to every home. To avoid duplication of funding, the National Telecommunications and Information Administration (NTIA) has determined that BEAD funds for the US Virgin Islands will not be allocated to direct-to-home internet projects, but rather to additional broadband support initiatives outlined in the territory’s comprehensive 5-year plan.
