Somere Webber

Somere describes himself as a simple, family-oriented man whose roots trace back to Jamaica, fondly known as the "Land of Wood and Water," celebrated for its lush landscapes, blue mountains, and vibrant culture. As a proud father of three daughters, much of his time outside of work revolves around family and community. Whether he's at the ballpark, playing dominoes with friends, or simply enjoying good company, Somere values connection and balance in his personal life. He also dedicates time to giving back, serving as a soccer referee and coaching young children twice a week. With CONCACAF "C & D" coaching licenses already under his belt, he is actively working toward earning his "B" License in the near future.
Professionally, Somere is driven by goals and thrives in environments that challenge him to grow. As the Broadband Equity, Access, and Deployment (BEAD) Program Director at the Office of Management and Budget (0MB), he oversees the administration and implementation of a federal initiative aimed at expanding high-speed internet access across the United States. His journey to this role began in marketing, followed by time spent in Boston working with an Economic Development Commission. However, seeking a more meaningful impact, he returned to public service, joining 0MB as an Administrative Specialist nearly five years ago. Through dedication and hard work, he steadily advanced through several roles, including Grants Financial Analyst, Grants Administrator, Grants Manager, and ultimately BEAD Director.
What Somere enjoys most about working at 0MB is its fast-paced, demanding environment that constantly pushes him beyond his comfort zone. He appreciates the opportunity to grow, adapt, and collaborate across various branches of government, including the executive and legislative arms of the Virgin Islands Government. For him, 0MB represents a place of continuous learning and improvement.
At the same time, Somere acknowledges one of the more challenging aspects of his work: the disconnect between public perception and reality. Having insight into the complexities and limitations of government operations, he sometimes finds it frustrating when misinformation circulates, particularly when it undermines the hard work and dedication he and his colleagues invest in securing funding and delivering projects that benefit the community.
Despite these challenges, Somere remains focused on his purpose. He takes pride in both his personal and professional accomplishments, being a devoted father and contributing meaningfully to government operations, including developing a fringe benefits calculator that improved federal budgeting efficiency and helping secure millions in grant funding. Looking ahead, he is committed to continuing his journey with the same determination, trusting that his efforts will open new doors.
Motivated by a constant desire to achieve more, Somere approaches each day with the mindset of growth and service. And while he's serious about his work, he doesn't shy away from a little fun, especially when it comes to dominoes, a game he jokingly claims to have mastered. For Somere, success is not just about professional advancement, but about making a lasting impact on his community while staying true to who he is.
