Melvin Gumbs

Originally from the beautiful Caribbean island of Anguilla, Melvin has proudly called St. Thomas home for nearly twenty-four years. A devoted father of two daughters, he describes himself as hardworking, dedicated, and committed to helping others succeed. He values professionalism, teamwork, and building meaningful relationships, and one of the things he enjoys most about working at the Office of Management and Budget (OMB) is collaborating with colleagues who are passionate about public service and improving government operations for the people of the Virgin Islands. This marks Melvin’s second tenure with OMB. During his first time with the organization, he had the opportunity to work alongside many experienced public servants whose knowledge and dedication helped shape his professional growth. Returning in 2026, he was inspired to see a new generation of talented professionals bringing fresh perspectives while continuing OMB’s important mission of promoting responsible fiscal management and accountability. As the Associate Director of Budget Operations and Performance Management, a position he has held since March 9, 2026, Melvin oversees the development and administration of the Governor’s Annual Executive Budget. His responsibilities include coordinating with government departments and agencies, analyzing budget requests, developing expenditure projections, monitoring appropriations, and providing strategic financial guidance. Working closely with his team, he helps ensure that public resources are allocated responsibly and that government agencies have the financial tools needed to deliver essential services to the community. Melvin’s career journey began in an unexpected place. After relocating to St. Thomas, he worked in the construction industry, contributing to residential and infrastructure projects, including the widening of the roadway from Long Bay to the Lucinda A. Millin Home and the installation of water lines to Contant Knolls. Although he initially dreamed of becoming an architect, financial realities led him to pursue Accounting at the University of the Virgin Islands (UVI). While at UVI, Melvin became actively involved in the Accounting Association; attended National Association of Black Accountants (NABA) conferences in Atlanta, New Orleans, Houston and received encouragement from a professor who recognized his potential. Those experiences inspired him to pursue a career in accounting and public finance. Following graduation, he joined the University of the Virgins as an Accounting Specialist before moving on to OMB in 2016 as a Senior Grants Analyst before serving as Disaster Program Account Supervisor at the Virgin Islands Territorial Emergency Management Agency (VITEMA). He later worked with McConnell Jones as the Third-Party Fiscal Agent for U.S. Department of Education funds provided to the Government of the Virgin Islands and, in 2024, was appointed Director of Budget at the Department of Education. In 2026, he returned to OMB, bringing with him extensive experience in budgeting, grants management, financial oversight, and public administration. Throughout his career, Melvin has taken pride in improving processes, strengthening financial accountability, and helping organizations make sound decisions through effective budgeting and financial analysis. He also finds great fulfillment in mentoring colleagues, sharing knowledge, and helping others build the confidence and skills needed to succeed. Looking ahead, he hopes to continue serving the Government of the Virgin Islands while investing in the next generation of public servants through mentorship and professional development. His greatest source of motivation is his two daughters. Although they live thousands of miles away, Melvin remains closely connected by speaking with them almost every morning before they leave for school. Those conversations remind him why he works hard and inspire him to be the best father and role model he can be. Outside the office, Melvin enjoys an unexpected hobby, cutting grass. What began as a way to earn extra income has become one of his favorite ways to relax and recharge. He finds the experience therapeutic, appreciating the quiet time to reflect. Many of his best ideas and solutions to challenging work problems have come while spending time behind the lawn mower. If given the opportunity to travel anywhere in the world, Melvin would choose England without hesitation. While he appreciates the country's culture and efficient public transportation system, the greatest reward is spending quality time with his daughters and creating lasting memories together. For anyone beginning a career in budgeting or public service, Melvin encourages them to keep an open mind and never stop learning. He believes success comes from remaining curious, embracing new experiences, and approaching every challenge as an opportunity to grow. Through his dedication to public service, commitment to lifelong learning, and passion for mentoring others, Melvin continues to make a meaningful impact at OMB and within the Government of the Virgin Islands.
